Remulla Blamed Roblox Chat Before the Gadgets Were Opened
Jonvic Remulla blamed Roblox chats for the Zamboanga shooting before gadget exams, then found no 764 link, while a PhilSys age-check deal still moved.
Interior Secretary Jonvic Remulla said a 14-year-old Ateneo de Zamboanga shooter was likely shaped by Roblox chats, before anyone had opened the boy’s laptop. He said that at Camp Crame on August 19, 2026, a day after the junior high attack, while also saying the gadgets still needed a forensic exam.
The pistols were not virtual. They came from the father’s car, which rolled onto campus without the bag check used at the pedestrian gate, and the boy livestreamed the morning with a camera on his chest.
The Shooter Rode In Through an Unchecked Gate
Police identified the gunman as Mohammad Mael Jalani, a Grade 8 student, age 14. At about 7:44 a.m. on August 18 he arrived at the Kreutz Campus in Barangay Tumaga in a pickup, then used a ramp meant for students with disabilities to reach the junior high basement and skip the building’s regular frisk.
His sister, dropped off in the same vehicle, walked to the lobby checkpoint. Lawyer Armee Jay Cresmundo, legal adviser to the university, told a Senate hearing the ramp was open because another student needed it. Col. Fidel Fortaleza Jr., director of the Zamboanga City Police Office, said the ramp area was unguarded.
Jalani took two pistols from the car: a Glock 22.40-caliber handgun issued by the Bureau of Customs to his father, a customs police chief at the Port of Zamboanga, and the father’s licensed 9mm with a conversion kit that first looked to responders like a rifle. The father later said the boy had no experience with firearms.
THE MORNING INSIDE THE JUNIOR HIGH
- August 18, 7:44 a.m.: Jalani is dropped at the ramp and goes up from the basement with the guns in a bag.
- About 7:50 a.m.: Police start taking calls from the five-story junior high. A Facebook livestream from a chest camera is already running.
- Fourth floor: He points a pistol at a teacher. The gun jams. Students run. He clears the jam and fires into another room, killing 15-year-old Patrick Dylan Wee, a Grade 10 student.
- Fifth floor: He holds the camera to his face and shoots himself as the stream ends. The pistols are found nearby.
A 15-year-old girl was hit in the back as she fled. A 16-year-old boy was taken to hospital for shortness of breath. Remulla said the school listed 25 guards, 15 on the morning shift and 10 at night, plus two police mobiles outside, and that bags were checked at the pedestrian gate, not for students arriving by car. The Bureau of Customs suspended the father for 90 days. On August 27, he and a campus security guard were charged with reckless imprudence resulting in homicide and physical injury.
Remulla Named Roblox Chat Before the Gadgets Were Opened
At the August 19 briefing, Remulla still had no dump from the phone or the laptop. He had witnesses who said they had seen Jalani play Roblox, a body-cam stream that looked to him like a first-person shooter, and a prior file in which Roblox had come up around seven teens in a foiled Calabarzon school plot.
We still have to do a forensic examination on the gadgets of the shooter. Hindi pa natin alam with certainty. But, it is with great degree of confidence that he was influenced by the game of Roblox again because of the manner in which he did it. Roblox in itself is not a dangerous game. It is the chat group that is inside it. Doon nagkakaroon ng radicalization.

He called Jalani number one in his class, with no behavioral record, and said the live video, posted to Facebook and to another site, was the tell. “The version he was doing was akin to a video game, a first-person shooter,” Remulla said. “A camera was attached to his chest and he was livestreaming the incident.” In his view, the boy was recreating a game scenario in real life, “the only realistic explanation we saw.”
Zamboanga City Mayor Khymer Adan Olaso separately called Jalani a very bright student and a Roblox fanatic, and floated slipping grades, depression, and a teacher as the target. Education Secretary Sonny Angara denied that the boy had been bullied or depressed. Remulla asked Congress to curb first-person shooter games the same week he tied the shooting to Roblox chats, and he soon said he wanted the platform banned outright.
Players who follow the company treated that jump as a category error: a chest camera and a witness who saw a game are not a chat log. The louder gap sat in the parking basement. The firearms were work and personal guns left in a government officer’s car that never went through the bag line.
Hate Sites Showed Up Without a 764 Link
The gadgets did get opened. On August 24, Remulla said the phone and laptop showed a search trail through sites he described as pushing Satanism, nihilism, antisemitism, and anti-LGBT hate, and he tied that trail to people inside Roblox chat groups. “His search pattern went to evil people, nihilism, anti-Semitism, anti-LGBT, and a lot of hate sites,” he said.
Three days later, at a House budget hearing, Akbayan Rep. Dadah Kiram Ismula asked whether the True Crime Community, and the 764 movement inside it, had steered the boy. Remulla’s answer was flat. “There is no conclusive link that the group influenced the boy into his actions.”
The Philippine National Police, which had finished its report and sent it to the chief, said the same in institutional language. Investigators found no conspiracy, no group, and no established school or personal grievance that could explain the shooting. They did log prior preparation and exposure to violent online material.
WHAT WE KNOW
- The guns: Both pistols came from the father’s car and were taken in after a vehicle drop-off, not a pedestrian frisk.
- The stream: A chest camera went to Facebook Live and to a second site; Facebook cut the account the same day.
- The groups: Remulla said there is no conclusive 764 or True Crime Community link to this shooter.
- The searches: After the laptop exam, Remulla described a trail of nihilist and hate sites aimed at children.
WHAT IS UNCONFIRMED
- A Roblox order: No public forensic finding has shown a named in-game chat group issuing instructions for August 18.
- Grades as motive: The mayor pointed to academic pressure and a teacher; the PNP said it found no grievance that could carry the case.
- Depression: Olaso raised it; Angara rejected bullying and depression as the file.
Remulla did not ease off the platform. In the same House session he said video games played a large part in how the Tacloban and Zamboanga shooters “went down the rabbit hole,” and that Roblox’s conversation box “encourages the participants to commit actual violence.” He said he had been lobbying for a Philippine ban because, in his telling, both sets of actors were heavily influenced by Roblox.
Why the Body Camera Looked Like a Game
The “manner” Remulla kept citing was the stream itself. Jalani started the Facebook Live on the stairs, missed the teacher when the pistol jammed, killed Wee in the next room, then turned the lens on his own face before the shot that ended the feed. PLDT, Smart, and Globe later blocked sites that were still serving the footage.
That first-person framing is how a shooter game looks on a screen, and it is also how a teenager with a cheap action camera looks in a hallway. Remulla fused the two on day one. He told reporters the child seemed radicalized “from the pattern that he used a live video and put it on a website,” then promised the gadget exam would “ascertain the facts.”
Senator Robin Padilla asked Meta to pull the videos and the images of remains. Senator Risa Hontiveros, who had already been running a Senate inquiry into the June Tacloban attack, pushed gun-safekeeping rules rather than a blanket game ban. Remulla kept the game file open anyway, because the stream had given him a visual he could name.
The Philippines Already Had a Roblox Grooming File
The Calabarzon plot was not the only prior mark. On June 22, 2026, 57 days before Zamboanga, two minors aged 14 and 15 opened fire at San Jose National High School in Tacloban, killing three students and injuring 20. Hontiveros told the Senate there were signs of 764, a network the FBI has called a national security threat and Canada has listed as a terrorist group, and she said nihilistic violent extremist recruiters were using games including Roblox, Minecraft, and GoreBox.
The PNP Anti-Cybercrime Group told that inquiry it had rescued at least 24 minors from coercion, self-harm, and violence tied to those networks. Officers have described a repeated path: a stranger on Roblox, a move to Discord or Telegram, then private pressure. After Tacloban, Remulla backed a clamp on GoreBox, which the Cybercrime Investigation and Coordinating Center moved to restrict. Hontiveros said she wanted rules, not a total game ban.

The chat pane Remulla keeps pointing at is a documented weak spot, not a ghost. Researchers at the University of Arizona and Arizona State University captured about two million public Roblox chat messages from 105,214 users across four popular games over 336 hours on the 9+ and 13+ tiers. They found grooming pitches, sexual talk aimed at minors, violent threats, and self-harm lines that the live filter missed, plus regular attempts to move the conversation onto Discord, TikTok, Snapchat, and YouTube.
Angara warned that a child on Roblox can believe the other account is another child. That is the actual product problem. It does not, by itself, close the Zamboanga case. Remulla still used the two shootings as one story when he asked for a ban.
Manila Walked Away With Age Checks, Not a Ban
Roblox had already rebuilt chat around age long before August. On November 18, 2025, the company said it would require facial age checks before chat, with ID as a backup for users 13 or older, and a global lock followed in January 2026. Its own tests, certified in the United Kingdom, put mean error at 1.4 years for users younger than 18. Unchecked accounts lose chat and get steered to a kids catalog. In April, Roblox and the Department of Information and Communications Technology had already announced new account types for age-checked children.
After Zamboanga, Philippine officials still wanted a national ID in that stack. DICT Secretary Henry Aguda met Roblox executives in Singapore on August 27 with the National Bureau of Investigation, the National Telecommunications Commission, the CICC, Congress, and the Office of the Executive Secretary. CICC Executive Director Renato Paraiso said the company had shown a willingness to work with Manila on a safer game space for children. Aguda called the list concrete and said the work now was implementation. Roblox told the room it employs about 300 people in the country and wants to hire more.
WHAT ROBLOX PROMISED MANILA
- PhilSys: A technical working group will study facial estimates, ID checks, and a hook into the Philippine Identification System.
- Chat walls: Stricter messaging so minors stay in chat limited to similar age groups, with fewer paths for adults to reach them.
- Kodex: Authorized agencies stay on Roblox’s 24/7 law-enforcement portal, and a liaison officer will sit with the NBI.
- Local office: A Philippine office is planned for October, with keyword filters tuned for Filipino slang and threats.
- Next platform: Aguda said Discord is the next company DICT intends to call in, platform by platform.
How PhilSys will sit inside the existing selfie check is not finished. Aguda said a Roblox team was due in the country in the first week of September to look at the plumbing, and that the ID hook could land in October if the work holds. On September 13, Paraiso said CICC had opened its own review of age-check rules for social apps and games, after a town hall that is supposed to feed a working group with Meta and Roblox later in September. He said child safety still has to identify groomers, and that privacy is not the same as letting every account stay nameless.
Classes at Ateneo de Zamboanga returned in person on September 1. The ban Remulla asked for has not been written into law. The deal that did close is an identity bargain around the same chat window he named the day after the shooting, before the laptop was in evidence and after the pistols had already come out of a car that nobody searched.
