WhatsApp Meta Business Agent Reaches India, With a New Pricing Meter
Meta rolled Meta Business Agent out on WhatsApp in India at the Mumbai summit, adding 24/7 AI customer support and a per-token pricing meter from August 1.
Meta rolled out Meta Business Agent in India on Wednesday at the third annual Business Summit in Mumbai, putting an AI customer-service agent inside WhatsApp. The rollout gives merchants using WhatsApp Business round-the-clock automated replies, product recommendations, and appointment booking directly inside the chat. A second piece of the announcement reframes what that convenience will cost.
From August 1, Meta switches the same agent to per-token billing globally, ending the free activation period Meta ran between the global June 3 launch and the Indian rollout. Three Indian companies are already live on it: Swiggy, Madhulika Enterprises, and Kaizen Adventours. Users will also be able to search for businesses by name inside WhatsApp and share business profiles with friends. India sits at the centre of both moves, with an estimated 850 million users and more than a billion dollars in annual WhatsApp business messaging revenue.
What Meta Business Agent Does Inside the Chat
Meta Business Agent is the AI assistant that runs inside WhatsApp Business accounts and handles customer conversations on a merchant’s behalf. It replaces the layer of templated auto-replies most small shops already use with a conversational layer that can hold a back-and-forth.
The agent can answer business-specific questions, recommend products from the merchant’s catalogue, book appointments, qualify incoming leads, and assist during sales conversations. Beyond the live chat, it delivers conversation summaries, customer insights, and updates on what came in while the shop owner was away. Meta has been testing the agent in WhatsApp Business in India and Mexico for nearly two years, per Meta’s June announcement of Meta Business Agent. Setup is free for now; paid subscription tiers are on Meta’s roadmap.
For requests that sit outside the agent’s brief, Meta designed a configured handoff to a human representative at a moment the merchant sets. The agent does not have to handle every conversation. Where chatbots answered Indian commuters without a human is the failure mode the Agent’s architecture specifically avoids.
- Answer business-specific questions and recommend products from a catalogue
- Book appointments and qualify incoming leads
- Close sales conversations or hand off to a human at a configured moment
- Deliver conversation summaries, customer insights, and missed-interaction updates
A Heavier Second Product for Enterprise Buyers
Beside the chat tool, Meta launched a second product called the Meta Business Agent Platform. The Platform is for companies that want to build, customise, and deploy their own AI customer-service agents. The Agent’s one-size-fits-all framing does not extend to the Platform. Where the Agent is a ready-made chat layer inside WhatsApp Business, the Platform sits as the infrastructure underneath it. Companies connecting the Platform to existing systems can take agent actions across their stack without rebuilding the customer service layer.
Meta listed the launch integrations as Shopify, Zendesk, and Shopee, the same three systems in the Platform’s June launch. All three Indian firms Meta named at the Mumbai summit, Swiggy, Madhulika Enterprises, and Kaizen Adventours, are already running the Platform for customer support, lead management, and operational workflows. The Platform adds enterprise-grade controls, guardrails, and measurement, the parts the standalone Agent does not carry.
| Meta Business Agent | Meta Business Agent Platform |

Why India, And Why the Mumbai Stage
Meta picked Mumbai because India is the market that carries the rollout. WhatsApp has an estimated 850 million users in India, more than a quarter of its global user base. India also generates more than a billion dollars in WhatsApp business messaging revenue annually, which makes it the natural stage for a launch aimed at the long tail of merchants.
Calling this a soft launch in India would miss the point. Meta tested AI agents in WhatsApp Business in India and Mexico for nearly two years before opening the product globally on June 3. India is therefore both the proof case and the biggest commercial target. Meta’s choice to centre the launch on a Mumbai stage was its way of saying the test phase is over and the metering is next.
Arun Srinivas, Meta’s Managing Director and Country Head in India, called the rollout the next operational step inside the app a billion Indians already use every day. He described the Agent as a tool for strengthening customer relationships, improving efficiency, and unlocking growth across the businesses Meta is courting. The Agent’s framing inside that comment is customer-relationship infrastructure Meta is now selling to Indian merchants.
The summit put the chat products on the Mumbai stage. Meta’s June 3 global launch made setup free; the August 1 meter is the conversion of free activation into a usage bill. Small and medium merchants in India will be the first cohort running the Agent at scale under the paid meter. Meta has not published a calculator for what that meter costs this group at volume.
Swiggy, Madhulika Enterprises, and Kaizen Adventours Went First
Meta named three Indian companies as already live on the Meta Business Agent Platform. The largest of the three is Swiggy, the food and grocery delivery company Meta said is using the Platform for customer support. The smallest is Kaizen Adventours, a travel operator using the Platform for booking-related workflows. The third, Madhulika Enterprises, sits between them, a business Meta pointed to as a working example of a smaller Indian operator that has wired the Platform into lead handling and day-to-day operations.
The choice of one food-delivery giant and two smaller operators tells the version of the story Meta wants to send to the rest of the Indian market. Swiggy demonstrates the enterprise ceiling, a business where customer support sits in the hot path every minute. Kaizen Adventours and Madhulika Enterprises demonstrate the floor, an operation whose customer-service team is one or two people, not a department. The number Meta gives for businesses globally already using a Meta Business Agent on WhatsApp and Messenger is more than one million. Whether that base extends to the standalone Agent in India is what the August 1 token meter will start to measure.
Of the three Indian names on stage, two are smaller operators. The mix tells the rest of the Indian market where the Platform is being positioned. The pricing reset on August 1 will decide whether the long tail can afford the customer-relationship infrastructure Meta is selling.
A Search Bar That Turns WhatsApp Into Yellow Pages
Alongside the AI tools, Meta added two discovery features inside WhatsApp. Going forward, users can search for businesses by name in the WhatsApp search bar, removing the need to already have a number saved or to leave the app to find one. They can also share a business contact card directly in a chat with another person, turning a single chat into a way to pass along a recommendation. WhatsApp had previously experimented with directory-style search in Brazil and other markets; the India rollout is the first where the search lands at the same time as the AI Agent.
For Indian merchants, the search bar is the more practical of the two new features. With over 850 million users in the country, even a small fraction of in-app searches could shift inbound flow. Sharing a business contact card is the social lever: a customer who likes a kirana shop can drop the shop’s profile into a family group chat instead of typing the number by hand. Meta framed both as ways to make finding a merchant feel like part of the chat, not a separate step outside it.
The Story Behind the Headline Lands on August 1
From August 1, 2026, Meta moves the Meta Business Agent from per-message billing to a flat rate of $2 per million tokens globally. A typical customer interaction consumes 20,000 to 25,000 tokens, the company said, putting the per-conversation cost at roughly four to five cents. Businesses that use a third-party AI provider today pay separately for AI processing and message delivery; Meta’s new model folds both into a single charge. That switch ends the free activation Meta launched the Agent with in June.
Alongside the token meter, Meta is reinstating per-message charges for non-template service messages from October 1, ending a near-two-year waiver. In India, utility and authentication messages have been billed at Rs 0.115 per message, with lower rates for senders above 25 million messages a month. Any non-template message not powered by Meta Business Agent will now count as a service message and carry a charge. Small merchants who already use WhatsApp Business for catalogue orders will see the meter the moment a Meta Business Agent is turned on.

Small and medium merchants in India will be the first cohort running the Agent at scale under the per-token meter. Meta has not published a calculator for what a few thousand chats a month will cost this group under the new model. the WhatsApp Business pricing reset scheduled for August is the deeper read on the new meters. Indian small-business owners now have both more AI tools in their app and more meters in their inbox.
