BPI’s Banking App Returns After Its Third Outage in Two Months
BPI restored its app and online banking on July 15, its third outage in two months, with the BSP’s June accountability pledge still unresolved.
Bank of the Philippine Islands restored its app and online banking on July 15, a few hours after digital access broke down just past midday. It was the third time in two months that BPI’s digital channels have failed.
Bangko Sentral ng Pilipinas (BSP, the country’s central monetary authority) promised in June to hold BPI accountable for a similar multi-day breakdown. Wednesday’s repeat arrived before any penalty tied to that review had been made public.
Down by Lunchtime, Back by Evening
The trouble was visible before BPI said a word about it. Around 12:30 p.m., reports of trouble spiked on the outage-tracking service DownDetector, well above the normal volume for a Wednesday afternoon.
BPI confirmed the problem shortly after. The timeline below is drawn from the bank’s own advisories that day.
- 12:30 p.m.: User reports of trouble spike on DownDetector, well above the typical range for that hour.
- 1:13 p.m.: BPI issues its first advisory, confirming the app and online banking platform are unavailable.
- 4:30 p.m.: BPI says its team is still working to restore access and extends the hours of all branches to 5:30 p.m. to help affected customers.
- Evening: BPI confirms that all services on the BPI app and BPI online have been fully restored.
Compared to what came before, that is a fast turnaround. The June episode took more than a day just to reach a first, incomplete fix.
Cash, Cards and Branch Counters Cover the Gap
While the app was down, BPI pointed customers toward workarounds that did not depend on its mobile platform.
- VYBE, BPI’s separate digital wallet, for bill payments and cash transactions
- BPI debit and credit cards for in-person purchases
- Nearby BPI ATMs or Cash Accept Machines (CAMs) for withdrawals and deposits
- BPI branches, kept open until 5:30 p.m. to handle urgent, in-person transactions
None of those workarounds show up on the bank’s real-time system status page, which the bank maintains separately from the app itself and which customers are encouraged to bookmark.
Three Outages, Two Months
Wednesday’s breakdown was not an isolated glitch. BPI has now logged three separate digital outages since mid-May, each hitting the app and online banking for a different length of time and for a different stated reason.

BPI first flagged the June episode in an advisory posted at 8:50 p.m. on a Sunday, warning that online banking, the app, third-party logins and card e-commerce transactions had all gone dark at once.
The BSP Still Owes Answers Since June
The June breakdown ran long enough to trip a specific regulatory wire. Bangko Sentral ng Pilipinas requires banks to report major cyber-related incidents within two hours if they affect a significant number of customer accounts.
By June 19, the central bank confirmed it was reviewing the incident, saying it was actively coordinating with the bank to make sure appropriate measures were taken to fix the problem and limit the damage to clients.
Where warranted, appropriate supervisory actions will be taken to ensure accountability and prevent recurrence.
The BSP said that in a statement issued that week. A month later, no fine or public penalty tied to that review has surfaced, and Wednesday’s outage landed before one did.
Why BPI’s Outages Keep Landing Near Payday
All three of BPI’s outages since May have clustered around the 14th or 15th of the month, the date that anchors one half of the Philippines’ twice-monthly payroll cycle. BPI has never confirmed the timing is anything but coincidence, but each episode has drawn its loudest complaints from workers trying to check or move a fresh paycheck.
“The worst time na mag-down ang banking apps is during payday,” Nico Valderrama, a lawyer and certified public accountant, said during the June episode.
Columnist Noemi Dado was blunter. “That’s a serious failure in deployment and basic service,” she wrote at the time.
A Facebook post reading “Kayanin mo, BPI” from the pop-culture page Follow The Trend Movement drew 20,000 reactions and 2,700 shares during that same episode, a sign of how far the frustration traveled beyond BPI’s own customer base.
Long outages are not unique to banking. Meta’s family of apps has recently shown a disruption stretching past a week with no clear end in sight. BPI’s worst stretch this year, by comparison, ran roughly two to three days before core services held steady.
A Bank Also Mid-Merger
BPI is not a small operator working out early kinks. The bank has run continuously for 173 years, the longest stretch of any bank in the Philippines or Southeast Asia, and counted 15.98 million customers as of December 2024.
Its first-quarter net income rose 1.7% to ₱16.92 billion (roughly $290 million at about ₱58 to the dollar), and its shares dipped 1.79% to close at ₱98.80 the same day it declared the June outage over. Neither figure was tied to the outage directly; both simply landed in the same stretch of weeks.
The bank has also been rebuilding parts of its back end on a separate track. A system integration tied to its Robinsons Bank merger took select services offline for a scheduled window on June 6, distinct from the three unplanned outages in May, June and July.
BPI has not linked that merger work to any of the unplanned breakdowns. The next end-of-month payday for many Filipino workers falls on July 31.
